Captain Sensible, de son vrai nom Raymond Burns, est un chanteur et guitariste britannique, fondateur du groupe punk rock The Damned.

Raymond Burns est né le 24 avril 1954 à Balham dans la banlieue de Londres. Il étudie à la Stanley Technical School for Boys à South Norwood.
